Mr Barque is a Togolese politician who served in the government of Togo for most of the period from 1979 to 1999. He was Special Adviser to the President from 1999 to 2005.
Mr Barque served as Director of the Autonomous Port of Lomé during the 1970s and was appointed as Minister of Mines, Energy, and Water Resources in March 1979.
In the early 1980s, he served as Minister of Equipment, Mines, Posts and Telecommunications and occupied many senior government positions in the following twenty years.
Mr Barqué was Special Advisor to the Head of State before being appointed as Minister for Foreign Affairs and Cooperation in 1995. He held the latter position until 1996 when he was appointed Minister responsible for Finance and Privatization.
In 1999, Mr Barque left government and was appointed as Special Advisor to the Togolese President at the time.
Under President Faure Gnassingbé, Mr Barqué has served as a Special Adviser and as a Minister since January 2009.
